Overview of the Arctic

The Arctic is an enormous area surrounding the North Pole, which encompasses over one sixth of the world’s land mass. The majority of the Arctic is made up of the ocean, which is covered by an ice sheet larger than Europe, but there are also some large areas of dry land. No state owns the North Pole or the Arctic Ocean, but as the melting of the ice cap opens up new maritime routes and allows for deep-sea mining, parties from all continents have expressed interest in the area.

Dual-Use Research and Technology (R&T) for Estonia’s National Defence, Civil Security and Public Safety: Why, What and How?

The policy paper explores the rationale for investing in the so-called dual-use research and technology (R&T) to support Estonia’s national defence, civil security and public safety policy objectives. In addition, it investigates which areas of knowledge and technology generally have the greatest potential for an inter-agency approach and which of those areas are most relevant to Estonia’s defence, security and safety organisations. It also considers a variety of business models for pursuing...

After a long delay — at least in some countries — cybersecurity has finally become a top priority for security policymakers. The need for strong defensive measures to counter cyber threats is now being acknowledged by leaders in all spheres. However, strong leadership is necessary in order to coordinate between political and military structures in the public sector, as well as between government and the private sector.

Margaret Thatcher, 1925–2013

The reaction to Margaret Thatcher’s death, on 8 April at the age of 87, has been predictably enormous. Internationally she has largely been lauded, certainly in Central and Eastern Europe where she is viewed as sharing, with Ronald Reagan, much of the credit for ending the Cold War, and where her economic policies of deregulation, free trade, small government, privatisation and low taxes have served as models for the democracies that re-emerged here in the closing years of the twentieth...

As Moscow Shifts to Eastern Energy Vector, Gazprom Faces Uncertain Future

Gazprom has long enjoyed the title of Russia’s “national energy champion,” but in a race to meet rising energy demand in Asia, Moscow’s shifting gas strategy could enable the rise of alternative gas producers Rosneft and Novatek, and weaken Gazprom’s position at home and abroad. Novatek, Russia’s second-largest natural gas producer, is working hard to bring the Yamal LNG project online and to secure future gas export contracts to Asia. Meanwhile, after recently acquiring significant offshore...

On 27 March, International Centre for Defence Studies held a seminar to present a recently published paper on how to facilitate emergence of a free-market trading system for natural gas in the Baltic Sea region, which will deepen the Baltic states’ economic integration into the EU and help the EU establish a single and unified energy market. The event attracted high-level international interest from political and business leaders (including at the ministerial, ambassadorial, and CEO levels), as...

More than two decades after the end of the Soviet occupation, and eight years after they joined NATO and the European Union, the Baltic republics remain disintegrated from the rest of Europe in one crucial way: their natural gas infrastructure isolates them into “energy islands.” But, for the first time in their histories, Estonia, Latvia, and Lithuania now have a chance to secure their energy independence by connecting their natural gas systems with those of their European allies and...
