Emmet Tuohy joined ICDS as a research fellow in June 2012, focusing on cybersecurity, energy policy, and regional defence issues. A specialist in the politics and security of the Black Sea states, particularly Georgia, Moldova, and Ukraine, Tuohy has also written extensively on issues such as Central Asian affairs and political Islam.
A former US Fulbright Research Fellow in Kyiv, where he was based at the International Centre for Independent Political Research, Tuohy conducted additional research in Moldova; his work was published by National Review Online and broadcast by Radio Free Europe/Radio Liberty’s Moldovan Service. In Ukraine, Tuohy has also been a parliamentary election observer in Simferopol and Kyiv and a visiting researcher at the Institute for Urban History in Lviv.
Before coming to ICDS, Tuohy has served as associate director of Hudson Institute’s Center for Eurasian Policy in Washington, DC, where he authored numerous op-eds, articles, research papers, and monographs, including Citizen Islam: The Future of Muslim Integration in the West (co-authored with Zeyno Baran and published by Continuum in 2011). At Hudson, Tuohy also organized seminars and research delegations to countries such as the Netherlands, Singapore, and Turkey, and was responsible for program budgeting and management. He was previously program assistant and research associate in International Security and Energy Programs at the Nixon Center.
